The EU agrees on the first rules to limit the risks of Artificial Intelligence

The negotiators from the European Parliament and the Council (governments) managed this Friday, after more than 35 hours of negotiation, to close a historic agreement to set the first rules to limit the risks of Artificial Intelligence (AI).

"Agreement!", wrote the Commissioner for Industry and Digital Services, the French liberal Thierry Breton, on social media, alongside a graphic to highlight that the European Union is the only region in the world with such regulation.

The negotiators from the European Parliament and the Council started what was expected to be the final round of negotiations on Wednesday for an agreement that was only reached at the last hour on Friday, after overcoming the last hurdles regarding biometric surveillance and use by security forces.

Another key has been how to introduce specific rules for foundational models, such as the ChatGPT or DALL-E platforms, which emerged after the European Commission presented its first regulation proposal, so this chapter has been developed over the course of the negotiation.

The goal of the new European regulation is to establish safety standards and fundamental rights that prevent the technology from being used for repressive, manipulative, or discriminatory purposes; but without resulting in over-regulation that hampers the competitiveness of the European Union.
